COLLABORATIVE GOVERNANCE DALAM IMPLEMENTASI ELECTRONIC TRAFFIC LAW ENFORCEMENT (ETLE) DI KOTA MAKASSAR

Implementasi ETLE tidak hanya melibatkan kepolisian sebagai aktor utama penegakan hukum, tetapi juga menuntut kolaborasi lintas sektor, khususnya dengan Badan Pendapatan Daerah (Bapenda) Sulawesi Selatan melalui integrasi sanksi administratif berupa pemblokiran STNK. Penelitian ini bertujuan menganalisis implementasi ETLE di Kota Makassar dari perspektif collaborative governance dengan menggunakan kerangka teori Ansell dan Gash yang mencakup kondisi awal, desain kelembagaan, kepemimpinan fasilitatif, proses kolaboratif, dan outcome kolaborasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Informan penelitian terdiri atas operator ETLE dan pengendara di Kota Makassar. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi, yang kemudian dianalisis secara tematik dengan mengaitkan temuan empiris pada indikator collaborative governance. Hasil penelitian menunjukkan bahwa implementasi ETLE di Kota Makassar telah membentuk kolaborasi lintas sektor yang relatif efektif, ditandai oleh kejelasan pembagian peran, integrasi sistem penegakan hukum dan administrasi pajak, serta komitmen kelembagaan yang berkelanjutan. ETLE berkontribusi terhadap peningkatan efektivitas penegakan hukum dan kepatuhan lalu lintas. Namun demikian, penelitian ini juga menemukan keterbatasan pada aspek partisipasi publik dan inklusivitas kebijakan, terutama bagi masyarakat dengan tingkat literasi digital yang rendah. Oleh karena itu, penguatan aspek partisipatif dan keadilan sosial menjadi prasyarat penting bagi keberlanjutan dan legitimasi kebijakan ETLE.Kata Kunci : Electronic Traffic Law Enforcement, Collaborative Governance, Penegakan Hukum Lalu Lintas, Kolaborasi Lintas Sektor
