SUSTAINABLE PUBLIC MANAGEMENT TRANSFORMATION: A SYSTEMATIC LITERATURE REVIEW

Transformasi manajemen publik adalah respons terhadap tantangan global yang kompleks, termasuk perubahan iklim, ketimpangan sosial, dan tuntutan masyarakat atas transparansi serta efisiensi layanan publik. Penelitian ini bertujuan untuk mengidentifikasi pendekatan, model, dan kebijakan transformasi manajemen publik yang berkelanjutan melalui tinjauan literatur sistematis terhadap 38 artikel jurnal peer-reviewed yang dipublikasikan pada tahun 2024. Transformasi tidak hanya melibatkan penggunaan teknologi informasi dan komunikasi, tetapi juga pendekatan kolaboratif lintas sektor yang melibatkan pemerintah, sektor swasta, dan masyarakat sipil. Temuan penelitian menunjukkan bahwa integrasi teknologi digital meningkatkan efisiensi, transparansi, dan responsivitas kebijakan publik. Namun, implementasi transformasi menghadapi kendala seperti resistensi terhadap perubahan, keterbatasan sumber daya, dan kurangnya sinergi antar sektor. Hambatan ini memerlukan pendekatan strategis, termasuk peningkatan literasi digital, pengembangan infrastruktur teknologi, dan penguatan kolaborasi lintas sektor. Selain itu, penerapan model kebijakan yang berorientasi pada keberlanjutan sosial menjadi kunci keberhasilan transformasi. Penelitian ini menyoroti prinsip co-creation dalam proses perencanaan dan implementasi kebijakan publik untuk meningkatkan rasa memiliki. Melalui pendekatan ini, transformasi manajemen publik menjadi instrumen penting dalam pencapaian tujuan pembangunan berkelanjutan (SDGs). Penelitian ini memberikan kontribusi bagi pengembangan teori dan praktik manajemen publik, serta menjadi referensi strategis bagi pembuat kebijakan dan praktisi dalam menciptakan tata kelola pemerintahan yang berkelanjutan.
