COLLABORATIVE GOVERNANCE TERHADAP PENGELOLAAN BADAN USAHA MILIK DESA DI DESA SERANG, KECAMATAN KARANGREJA, KABUPATEN PURBALINGGA

Penelitian ini bertujuan untuk mengetahui proses collaborative governance terhadap pengelolaan Badan Usaha Milik Desa (BUMDes) Desa Serang, Kecamatan Karangreja, Kabupaten Purbalingga. Dengan adanya Kebijakan mengenai pemberdayaan masyarakat ekonomi desa didasarkan atas dengan adanya peraturan Badan Usaha Milik Desa (BUMDes) dalam Undang-Undang Republik Indonesia Tahun 2014. Peraturan ini menjelaskan terkait dengan kebijakan yang bersifat top-down dalam pembangunan perekonomian desa. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian adalah aspek model bentuk collaborative governance yang tertuju pada BUMDes Makmur Sejahtera Desa Serang Kecamatan Karangreja Kabupeten Purbalingga. Informan penelitian ini adalah Kepala Desa Serang, Direktur BUMDes dan Pengurus, Badan Pengawas Desa, Masyarakat investasi dan non investasi. Teknik pengumpulan data adalah wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan model analisis cresswell, sedangkan validitas data menggunakan trianggulasi untuk memperoleh data secara valid. Hasil penelitian menunjukan bahwa BUMDes Makmur Sejatera belum sepenuhnya menjalankan keseluruhan aspek pada proses Collaborative Governance dalam pengembangan dan pengelolaan BUMDes Makmur Sejatera. Pengembangan dan pengelolaan telah membatasi kerjasama dengan pihak dari luar dan hanya bekerjasama dengan pihak internal seperti pengurus BUMDes, Pemerintah Desa, Badan Pengawas Desa (BPD) dan masyarakat. Atas dasar tersebut adanya ketimpangan persepsi dan perbedaan kepentingan dari masing-masing pihak, sehingga tidak bisa menemukan dan mencapai hasil terhadap masyarakat yang dapat menguntungkan dari masing masing pihak serta akan memberikan dampak baik bagi pemerintah, masyarakat dan BUMDes Makmur Sejahtera seperti peningkatan perekonomian masyarakat desa dan peningkatan pendapatan asli desa
