KESENJANGAN IMPLEMENTASI KEBIJAKAN PENATAAN JARINGAN UTILITAS UDARA DAN RISIKO KESELAMATAN PUBLIK DI KAWASAN KETINTANG KOTA SURABAYA

Penataan jaringan utilitas udara memerlukan keterhubungan antara standar, identifikasi aset, pembagian peran, tindakan, dan umpan balik. Penelitian ini menganalisis kesenjangan implementasi kebijakan di koridor Ketintang, mendeskripsikan persepsi pengguna secara eksploratif, dan merumuskan rekomendasi administratif. Studi kasus deskriptif menggunakan observasi terstruktur pada enam titik, Survei 1 terhadap 15 responden dengan sepuluh butir skala 1-4, serta analisis regulasi dan literatur. Data survei diolah melalui frekuensi, mean, simpangan baku sampel, persentase skor 3-4, dan grand mean. Hasil menunjukkan dua titik berisiko skrining tinggi dan empat titik sedang. Grand mean mencapai 3,413; sebanyak 92,0% dari 150 respons butir bernilai 3-4. Kesenjangan terutama terdapat pada keterlacakan jaringan, penugasan kasus, dokumentasi pengawasan, dan umpan balik, bukan pada ketiadaan aturan. Safe Utility Corridor direkomendasikan sebagai alur audit, registrasi, penugasan, tindakan proporsional, dan pemantauan. Temuan menegaskan pentingnya tindak lanjut yang terverifikasi. Model belum diterapkan; temuan tidak digeneralisasi di luar titik dan responden penelitian. Kata Kunci : Implementasi Kebijakan; Jaringan Utilitas; Keselamatan Publik; Ketintang
