Abstract

The Cattle Business Insurance Program (Asuransi Usaha Ternak Sapi/AUTS) was launched by the Indonesian government since 2016 as a risk mitigation instrument with an 80% premium subsidy; however, participation rates have shown fluctuation and variation across regions. This study aims to identify the characteristics of participating and non-participating farmers in the AUTS program, as well as to analyze the effects of farming experience, participation in farmer groups, farm scale, risk perception, and perceived benefits on participation decisions. The study was conducted in Tabalong Regency, South Kalimantan, from October to December 2025, involving 100 respondents consisting of 44 AUTS participants and 56 non-participants, selected through stratified random sampling. Data were analyzed using descriptive statistics, independent t-test, chi-square test, and binary logistic regression. The results showed that the AUTS adoption rate reached 44%, with inter-village variation ranging from 0% to 100%. The majority of farmers had more than five years of farming experience (85%) and held favorable perceived benefits (79%), yet only 32% were active in farmer groups. The logistic regression model showed good model fit with a prediction accuracy of 77%, AUC of 0.847, and Nagelkerke R² = 0.471. Three variables significantly affected participation: participation in farmer groups (odds ratio = 19.923, p < 0.001) as the strongest predictor, perceived benefits (odds ratio = 8.576, p = 0.013), and risk perception (odds ratio = 0.151, p = 0.006) with a negative direction contrary to theoretical expectations. Farming experience and farm scale were not significant. This study confirms that AUTS participation decisions are more determined by social and cognitive factors than by the structural characteristics of farmers. Strengthening farmer groups and concrete benefit-based communication strategies are key to the success of the program.
