Kebijakan Penguatan Konvergensi Stunting Berbasis By Name By Address (BNBA) di Kabupaten Ciamis

Abstract

Stunting is a multidimensional human development issue because it is influenced by nutrition, health, child-rearing practices, sanitation, and public service governance. In Ciamis Regency, the prevalence of stunting fluctuated from 18.6% (2022) to 25.4% (2023) and 20.3% (2024), remaining above the national target of 14%. Ciamis Regency has already enacted Regent Regulation No. 38 of 2020 and implemented the P4KSA strategy; thus, the primary gap lies not in the absence of policies, but rather in the suboptimal operational mechanisms linking By Name By Address (BNBA) data to planning, budgeting, and monitoring. This study employed a policy analysis methodology, including a literature review, situational analysis, the USG method, root cause analysis, and an evaluation of policy alternatives based on Bardach and Dunn’s six criteria. The research findings recommend the integration of BNBA-based convergence operational instruments, specifically the Service Control Matrix, into the Regional Work Plan (RKPD), Annual Work Plan (Renja), Budget Framework and Policy Statement (KUA-PPAS), TPPS forums, Regional Development Planning Meetings (Musrenbang), and Village Budget (APBDes), to be institutionalized through amendments to Regent Regulation No. 38 of 2020 in order to improve targeting accuracy and cross-sectoral accountability.
